RESPONSIBILITIES & DUTIES FOR PROJECT ACTIVITIES:
Review and understand all relevant documentation pertaining to the project including scope of services, conditions of contract, project execution plan, project schedule etc.
Work within standard project cost engineering procedures. Ensure that these procedures fulfil client requirement and develop additional project specific procedures where necessary.
Prepare activity plans to accomplish all work required by the procedures and to ensure sufficient manpower availability.
Write job descriptions for Cost Engineers assigned to the project.
Direct and control the work of all Cost Engineers assigned to the project.
Assist the Lead Senior Cost Engineer with appraisals of Cost Engineers assigned to the project.
Liaise with Client Project Controls personnel as necessary.
Prepare man-hour, material quantity and cost budgets from the cost estimate, and update them on approval of contract changes and budget transfers.
Disseminate budget information to all operating groups, providing clarification and additional information where necessary and ascertaining commitment to budgets as the cost target.
Generally instilling cost awareness in the project in the project organisation such that capital costs are controlled and changes to work scope are identified and quantified.
Obtain from operating groups, the latest information pertinent to cost analysis and ensuring its accuracy and completeness. Attending meetings concerning cost matters.
Maintain a comprehensive material and construction quantity control and reporting system to include the current status of budget, material take off and forecast quantities.
Liaise with Project Planning Engineer on analysis of project status. Reviewing the impact of cost and schedule changes.
Identify and analysing deviations and trends against the budgets. Investigating such deviations with the relevant group and advising Project Manager/Project Controls Manager of issues requiring corrective action.
Establish and maintaining all cost recording documentation, providing comprehensive cost analysis and preparing forecasts of final project costs.
Review overall project status and forecasts with Project Manager/Project Controls Manager each month.
Prepare monthly cost Reports with supporting narratives.
Prepare and issue Cost Action Reports to Project Manager / Project Controls Manager and Chief/Section Head/Manager Cost.
Prepare Contract Profit Reports and associated back up for review with both Project Manager/Project Controls Manager and Lead Senior Cost Control/Cost Section Head.
Prepare monthly man-hour backlog report for review with Project Manager / Project Controls Manager.
Ensure reconciliation on a quarterly basis between project cost reports and Accounting Department cost and billing information.
Prepare final project statistics and advise on effectiveness of procedures and systems for possible developments on future projects.
Identify and control cost engineering interfaces between FW and any Affiliate or Joint Venture Partners.
Maintain and update cost control procedures;
Build up and maintain database of previous projects;
Summarize and analyze previous project data for index.
Develop templates to facilitate project cost control activities in future projects.
REQUIREMENT
Experience in cost control > 3 years
Knowledge of Cost Control methodology and best industry practices (sampling technique etc)
Understanding of the philosophy for cost control IT tools
Technical background in cost control earned through multiple assignments in HO or sites
Familiar with both TIC or man-hour cost control
Understanding project estimate or man-hour estimate methodology
