Role Purpose
• Coordinates HCC site level efforts to develop, implement and steward HCP implementation complying with industry, national and/or contractual standards
• Coordinate site MMB development, work with Business Team MMB contacts to set up MMB monitoring, stewardship and reporting
• Provides HCP support and services to site & business team contacts, with the general purpose being to ensure the measurements are correct
• This position will obtain work direction from the Technical Manager
Job Role Responsibilities
• Lead, own and steward overall HCP & MMB development, deployment and implementation to Technical Manager
• Responsible for providing operability & maintainability inputs and expertise for Instruments and Controls Discipline
• Subject matter expert on measurement systems - provides guidance to business team HCP contacts on:
   o Calibrations (e.g. tanks, equipment, etc)
   o Tank gauging operations
   o Gas & Liquid measurement
   o Meter proving
   o Temperature & pressure correction for volumetric measurements
   o Control charting (including basic concepts & applications of statistics)
• Accountable for on time completion of site HCP & MMB development and effective implementation at HCC
   o Develop, implement and maintain HCP-Fiscal and HCP- Related equipment calibration schedules
   o Monitor execution of equipment calibration results
   o Monitor maintenance of measurement records pertaining to calibration, meter performance, analysis, failures, deviations, issues, custody sealing records, etc
   o Ensure accuracy, integrity and security of custody measurement activities
   o Investigate measurement discrepancies and initiate/recommend corrective actions
   o Support non-custody measurement activities (i.e. inventory standards, tank strapping table reviews, etc)
   o Evaluate impact of new/changed HCP requirements or interpretations to site
   o Coordinate, communicate and steward MOC implementation of new/changed HCP versions/requirements
• Act as Oil Loss Secretary in Oil Loss Committee; coordinate, support, improve and steward oil loss investigations
• Develop and maintain Inventory Management Plan (IMP) and Loss Monitoring Plan (LMP)
• Review/Endorse HCP deviations, OTDs and/or MOCs of processes or devices that contain HCP-Fiscal or HCP-Related equipment
• Responsible for the effective training and of platform contacts on measurement standards and equipment calibrations
• Responsible for month-end closing and reconciliation of platform/business unit to meet HCP/MMB stewardship and reporting requirements
• Support CIMS UIA or Audit on measurement assessment and identified gap closures
• Participate in Measurements & Standards Network/CoP
Expected Level of Proficiency
Experience
•Bachelor degree or above in Chemical/I&E Engineering or related
•Minimum 5-8 years work experience in Petrochemical industry with experience in oil loss and measurement systems (custody transfer processes, measurement devices, etc)
•Experience in Oil Loss business process development, management and improvement (Plant Oil Loss control program, equipment calibration, metering, sampling, verification and witnessing, etc)
•Experience in international JV is an advantage.
•Strong Knowledge/proficiency in
• Custody Transfer Liquid/Gas flow measurement,
• Custody transfer static measurement,
• Custody transfer sampling and testing,
• Loss analysis and control
Leadership/Knowledge/Skillsets
•Good Knowledge of industry measurement standards (e.g. ISO, API, GB, etc), processes and measurement equipment
•Strong leadership, delegation and collaboration skills – takes accountability, sets high standards, create ownership & drive functional excellence
•Demonstrated Leadership through previous roles – ability to lead and influence multi-discipline teams – Process, Maintenance, Technical, Engineering Service, Controls and / or Supporting functions
•Strong analytical skills – support hydrocarbon loss or variance monitoring and investigations and implement plans for resolution
•Investigate incidents thoroughly & eliminate causes
