The role of the HSE supervisor is pivotal in ensuring the well-being of employees, the safety of operations, and the protection of the environment within an organization. Here are some of the key responsibilities typically associated with the position:
Policy Development and Implementation: HSE supervisors are responsible for developing, implementing, and updating HSE policy and procedures that comply with relevant laws and regulations, Saudi Aramco Procedures.
Risk Assessment: Organize to conduct risk assessments to identify potential hazards and supervise the relevant responsible personnel implement measures to control or mitigate the risks.
Guidance on HSE work: HSE supervisor is responsible for guiding the HSE officers to conduct HSE inspection, report, and relevant works; guiding the HSE trainer to develop the training documents, training matrix and training; guiding the scaffolding coordinator, the traffic coordinator and work permit coordinator to conduct the relevant works.
HSE Inspections: HSE supervisor is responsible for performing regular HSE inspections of the workplace and camp to identify and correct potential hazards before they can cause harm, and sub-contractor pre-mobilization & mobilization inspection, regular audit, etc.
Emergency Response: Developing and maintaining emergency response plans and conducting mock drills.
Accident and Incident Investigation: Investigating accidents and near-miss incidents to determine their causes and prevent recurrence, documenting findings, and implementing corrective actions.
Regulatory Compliance: Ensuring that the organization remains compliant with all relevant health and safety regulations and industry standards. Ensuring that contractors and Sub-contractor workers adhere to the organization's health and safety standards.
Performance Monitoring: Monitoring and evaluating the effectiveness of health and safety measures, setting performance standards, and tracking key performance indicators (KPIs).
Communication: Serving as a point of contact for employees, management, and external agencies on all health and safety matters, facilitating communication, and promoting a safety culture.
Documentation and Record Keeping: Maintaining accurate records of health and safety activities, including training, inspections, audits, and incident reports.
Continuous Improvement: Striving for continuous improvement in health and safety performance and the prevention of occupational injuries and diseases. Encouraging a proactive safety culture where all employees take responsibility for their own safety and the safety of their colleagues.
Community and Environmental Liaison: In some cases, HSE supervisors may also liaise with the local community and environmental agencies to ensure that the organization's activities do not adversely impact the environment or local residents.
