BASF is currently building a new Verbund site in Zhanjiang, Guangdong province. Announced in July 2018 and officially commenced in November 2019, BASF Guangdong Verbund site project would be BASF's largest investment with up to US$10 billion upon completion and would be operated under the sole responsibility of BASF. The site would ultimately be the third-largest BASF site worldwide, and will be built into a role model for smart manufacturing and sustainable production by utilizing the latest digital technologies and applying the highest safety standards.
Main Tasks:
-EHS Management
-Be responsible for the implementation of EHS policy, procedures and BASF Responsible Care codes of the site to ensure compliance and safety maintenance execution;
-Ensure training and compliances of safe job procedure, work permit system, EHS guideline, local and international rules and regulations to BASF team staff and contractors;
-Cooperation with TSS and safety departments, lead or support to identify unsafe conduct and conditions, risk assessment, accident/incident investigation, reporting, etc. always ensure the employees and contractors in the safe work environment with proper PPEs, tools and facilities with safe job method;
-Support the EHS review during operation, change implementation and project, collaborate and conduct process safety review, PSSR etc. with stakeholders.
-Maintenance Management
-Develop and coordinate site mechanical/instrument equipment maintenance management strategy and processes as well as its contractor’s strategy;
-Work together with asset management and TSS to develop the site mechanical/instrument equipment preventive, predictive, corrective maintenance life cycle plan and short-term periodic plan as well as effective inspection & test regime;
-Leading and coordinating production, asset management, reliability center to define, evaluate, predict, improve, and validate site mechanical/instrument equipment maintenance metrics via various programs and activities such as performance and condition review, cause failure analysis, troubleshooting;
-Develop site mechanical/instrument equipment TAR plan and repair method statement, train and improve mechanic technicians and contractor skills in maintenance activities;
-Follow BASF continues improving process to optimize sustainability lifecycle management, cost management of site mechanical equipment;
-Collaborate with procurement and contractor management team on mechanical/instrument equipment external service and contract-out management, including contractor assessment, qualification, technical clarification, bidding and verification etc;
-Coordinate and support equipment materials and spare parts management, including stock/nonstock, repair and procurement policy, BOM & MRP setting etc., also be responsible for specialized facilities and tools management;
-Ensure special equipment and safety devices management to comply with local regulation.
-Technical Management
-Act as technical expertise of mechanical/instrument equipment management, coordinate direction and strategy in plants mechanical/instrument equipment technical management with asset management team and TSS, to ensure high standard of reliability and integrity for all plants mechanical/instrument equipment and systems;
-Provide technical support to plants by assisting in RBM, cause analysis and resolving mechanical equipment problems and bad actors, reviewing operating procedures, and assisting in operation, shut-down & start-up of critical mechanical/instrument equipment, identify and mitigate the threats to site availability;
-Establish and provide technical assurance for critical mechanical/instrument equipment by maintaining KPI’s, reviewing processes and MOC, lead in mechanical equipment failure trouble shooting and improvement task forces & activities, set acceptance standards;
-Establish critical mechanical/instrument equipment technical management documentation system refer to project and OEM files as well as site maintenance .
-Engineering of CAPEX
-Provide technical support to Capex Project team on critical mechanical/instrument equipment management and processes, i.e. specification management, risk assessment, technical plan & ion process;
-Support project engineering for critical mechanical/instrument equipment by proposing and justifying needed improvements and typical solutions, supporting the design, procurement and installation of the HDRE rotating equipment;
-Support project manager on critical mechanical/instrument equipment for cost forecast & check, change control etc., join the negotiation & ITB with contractors, balance during bidding as well as relevant claim management, ensure right basis for project execution on critical mechanical equipment;
-Be responsible for critical mechanical/instrument equipment commission and start up to develop procedure, plan, resource management as well as leading the field activities in field check, inspection, solo run, and performance test review;
-Monitor project implementation and decision making in difficult cases/stages of the project on critical mechanical/instrument equipment, supervise suppliers, contractors based on project demands, promote and use continuing relationships with HDRE rotating equipment suppliers to obtain total ownership benefits;
-Maintenance during Project Phase
-Provide technical support to maintenance in project phase to implement reference study, critical HDRE FMEA, develop equipment care and spare parts strategy via reliability methods;
-Support to reliability engineering methodology optimization, contribute to reference plant history data analysis;
-Join the activities in reference plant study via interview, document check, site tour to develop the recommendation to project team.
Requirements:
-Bachelor degree and above in mechanical/electrical/instrument engineering
-Above 5 years’ experience in the chemical plant maintenance
-Profound Knowledge in petrochemical/chemical static equipment and rotating equipment management and its methods, program management
-Communication and collaboration skills
-Fluency in English, both verbal and written
